Development of Sampling Frame for the 2002 Censuses of Agriculture and Fisheries (CAF)

In March and September 2003, the Philippine National Statistics Office will conduct the 2002 Census of Agriculture (CA) and the 2002 Census of Fisheries (CF), respectively. Two censuses will be carried out through sample enumeration. This project was undertaken to address the issues of the availability of a reliable sampling frame to be used for the selection of samples, appropriate sampling design, and the level of disaggregation at which the data will be available. Its objective is to evaluate all possible sources of information for the construction of the frame including the Barangay Screening Survey (BSS) of the Bureau of Agricultural Statistics (BAS). The project spanned for nine months from February to October 2002. Among the activities done were preliminary activities, processing of the BSS of the BAS, validation, development of sampling frame and report writing. The construction of the sampling frame for the CAF 2002 necessitated the inventory of possible sources of information and different sampling options were considered. Validation of the BSS yielded a result that made it difficult to be a source of sampling frame for the CA. Hence, the CA used the total farm area from the 1991 Census of Agriculture and Fisheries and information from the 2000 Census of Population and Housing. All barangays in a municipality except in the National Capital Region were grouped into three (3) strata. In each sampled barangay, all households will be covered. While for CF, a barangay is classified either in stratum 1, 2, 3, 4, or 5 depending on the presence of fishing households in the barangay.
