Improvement of Data Systems on Animal Slaughter, Movement of Live Animals and Meat in Carcass, and Meat Production at the Sub-National Level (DSASMMP)

The Bureau of Agricultural Statistics (BAS) collects most of the existing data on livestock and poultry (L&P) sector which serves as inputs to support the maintenance of a reliable information and early warning system for livestock and poultry. Although continuity of pertinent activities is undertaken, there is a need to improve the existing data system, particularly on animal slaughter and movement of live animals. As such, the Improvement of Data Systems on Animal Slaughter, Movement of Live Animals and Meat in Carcass, and Meat Production at the Sub-National Level (DSASMMP), a research project under the Livestock and Poultry Information and Early Warning System (LPI-EWS), was undertaken. The project aims to improve methodology and enhance process flow for collection, summarization, and organization of slaughter data, standardize existing monitoring and survey forms used by the Bureau of Agricultural Statistics, National Meat Inspection Service (NMIS), and Local Government Units (LGUs), and develop a data processing system for consolidation and generation of systems output tables. Pre-testing of an Animal and Meat Inspection Report Form (AMI-RF), project briefing and trainings, and survey data collection were conducted. Evaluation of the survey operation showed that while all issues can be addressed by improvement of data collection and data processing and strengthening of coordination among implementing agencies, there are issues difficult to address such as limited number of personnel for manpower, lack of weighing scales, poor internet connections, and non-provision of incentives.
