Development of Survey-Based and Administrative-Based Data System on Housing and Urban Development Statistics

The social contract of the Aquino administration mentions the provision of shelter security for Filipino households to improve the lives of slum dwellers. The goal is further translated in the Social Development Chapter of the 2011‐2016 Philippine Development Plan (PDP), where one of the targets of the Housing and Urban Development Sector is the provision of 1.47 million units of direct housing assistance from 2011‐2016. With this comes a need to identify and develop new relocation/resettlement sites for the marginalized and vulnerable groups. As a matter of fact, the government had formulated a National Slum Upgrading Strategy that will set targets for slum upgrading programs, among others as a strategy. However, the lack of organized data and information system renders short the housing and development sector of useful statistics to i) assess current housing situation; (ii) monitor and tract the implementation of housing programs; and (iii) measure and evaluate impact of programs. In line with this, the study was conducted to improve the estimation methodology for determining housing needs and generate baseline information on housing preference and affordability levels through meetings and workshops. Specifically, this project aimed to (1) enhance design on a user‐friendly data entry computer‐based system of Socialized Housing Beneficiaries; (2) establish a HUD data system framework; (3) improve HUD administrative‐based data system between and among key shelter agencies (KSAs) and agencies generating housing and urban‐related statistics; and (4) establish HUD survey‐based data system.
