An Assessment of the Compilation of the Supply Utilization Accounts (SUA) and Food Balance Sheets (FBS) in the Philippines

Abstract:
Supply Utilization Accounts (SUA) and Food Balance Sheets (FBS) have long been compiled and published. Despite the periodical updating and publishing, compilations of SUA and FBS have been confronted by issues on the accuracy and appropriateness of technical conversion factors (TCF) and parameters used in the estimation. With such, a need to re-assess SUA and FBS compilations has emerged. The study begins with a refresher and lists down all identified major concerns in compilation of SUA and FBS. Assessment findings revealed that with regards to commodity lists, Philippine Statistics Authority’s SUA-listed commodities can be easily integrated to Food and Agriculture Organization’s SUA/FBS list but there is difficulty in aligning PSA’s FBS-listed commodities with FAO’s SUA/FBS list. Preparation of SUA for particular commodities was also found to deviate from the established TCF which calls for a pressing need to revisit and update the existing TCFs and parameters. A closer look on the system also revealed that weaknesses such as missing data and mismatching of commodities exist. Further steps geared towards institutionalizing maintenance of SUA/FBS in order to address needs for food security statistics and indicators were recommended.
