Data Quality Assessment of Consumer Price Index and Price Data Collection

Ensuring the integrity, independence, and professionalism of the Philippine Statistical System entails producing official statistics that are first and foremost of good quality. To achieved such, the Philippine Statistics Authority (PSA) has to adopt a system of ensuring data quality of its statistics generated from surveys and censuses and from administrative report mechanism. A need to facilitate the adoption of a data quality assessment system by applying an existing system to a particular PSA generated statistics and its enabling data collection. This paper particularly intends to a) review existing data quality assurance framework prescribed locally and internationally, b) come up with a data quality assessment questionnaires for consumer price index and inflation rate through interviews with data compilers, producers, and major users, and c) recommend guide questions for use in the data quality assessment for other data systems and its enabling data collection. To attain the objectives, review of related literature, key informant interviews, and survey were conducted. Based on the results of the interviews and information from self-administered questionnaires, average scores of data compilers, data producers, and data users with respect to data quality indicators are relatively high. However, it can be noted that what is important or have high scores to compilers may not be the same for data producers.
