Estimation of Parameters in the New Master Sample Design

Abstract:
In response to the need to change or revise the old Master Sample, Philippine Statistics Authority (PSA) and Philippine Statistical Research and Training Institute (PSRTI) collaborated to conduct the research project "Development of the 2013 Master Sample for Household-Based Surveys". A new master sample that can provide reliable estimates not only at the regional and national levels but also at the subnational levels has already been developed and designed. This paper discussed in detail how parameters are estimated in the new master sample design. It presents first an overview of the definition and benefits of a master sample and definitions of a master sample frame, primary sampling units (PSUs), and domains. The new master sample design is explained in detail including the sample collection, sample allocation, weighting procedure, estimations, and variance estimation.
