Revisiting the Framework in Estimating Housing Needs and Development of Data Collection Methodology in the Estimation of Housing Demand

In March 2016, the Housing and Urban Development Coordinating Council (HUDCC) commissioned the Philippine Statistical Research and Training Institute (PSRTI) to conduct the study entitled, "Revisiting the Framework in Estimating Housing Needs and Development of Data Collection Methodology in the Estimation of Housing Demand". The study has two components. The first component focuses on estimating housing needs which pertains to the number of families that need to be provided with a housing unit. Housing needs is composed of Accumulated Needs: the housing needs that exist at the beginning of the Plan Period and Future Needs: the housing needs expected to arise during the Plan Period. The second component centers on the development of data collection methodology for estimating housing demand, the number of families that aspire and can afford to own a housing unit. The data collection instrument used was to obtain data on additional housing characteristics, and to gather information on the household’s plans to buy house and/or lot, the mode of financing the purchase and their housing preferences. The study intended to attain the following objectives: (1) review the housing needs estimation framework; (2) update the housing needs estimates based on the revised framework and coming up with the projected housing need for the period 2017-2022; (3) work for the institutionalization of the proposed framework to estimate housing needs; (4) determine the private sector (commercial banks) and LGUs’ contributions to the overall housing program; (5) review the Housing and Affordability Survey; and, (6) determine the best data collection methodology to estimate housing demand.
