Scoping Study on Sustainable Development Goal 3: Ensure healthy lives and promote well-being for all at all ages (Scoping Report)

Abstract:
Sustainable Development Goal 3 aims to ensure healthy lives and promote well-being for all at all ages. It comprises 13 targets focused on reducing premature and preventable deaths, ensuring universal access to essential health services, maintaining an adequate health workforce, and implementing relevant health interventions. At the global level, most SDG 3 indicators are classified as Tier I. However, the Philippines continues to face challenges in local monitoring, as evidenced by the presence of several indicators still classified as Tiers II and III, which highlights the lack of established methodology or regular data collection in the country. This scoping study reviewed 12 indicators under SDG 3, mostly those in Tiers II and III, and assessed the feasibility of generating national estimates using local data from relevant government agencies. The study involved a review of related literature, identification of and consultation with relevant key stakeholders, and prioritization of SDG 3 indicators for further research. Results of the scoping study showed that five (5) out of the 12 indicators needs some improvement in their current methodology to fully align with the global methodology and with some stakeholders signifying interest in doing the improvements in the next few years while three (3) indicators would need to have policies in place first to improve data collection and monitoring. The remaining four (4) indicators either do not have existing methodology in the Philippines or need further verification from concerned agencies due to non-response.
