Estimating SDG Indicator 16.7.1 (a) Proportion of Positions in the Legislature by Age Group, Sex, Disability, and Population Group

Abstract:
SDG Indicator 16.7.1 underscored the importance of representations in government institutions to ensure that policies and programs that are implemented remain inclusive and caters to the interest of all, including specific demographic groups such as women and the youth. This study proposed a local methodology to estimate one of the three components of SDG Indicator 16.7.1, which is the legislature component. Using the United Nations-recommended methodology as the primary reference, the proposed local methodology outlined definitions of relevant concepts and terms, enumerated data sources, demonstrated the calculation process, and generated initial figures that may serve as the baseline in monitoring SDG Indicator 16.7.1’s legislature component in the Philippines. This study also assessed the data gaps for the public service and the judiciary components of the indicator to aid future methodological studies for its local monitoring.
