Sustainable Development Goal 16: Peace, Justice, and Strong Institutions

Abstract:

To fully realize sustainable economic, social, and environmental development, the community must first be in a peaceful, inclusive, and trustworthy environment. SDG 16 focuses on ensuring that countries across the globe will foster such an environment. The United Nations aims to achieve 12 targets anchored on the reduction of violence, abuses, exploitation, trafficking, illicit financial and arms flow, and all forms of violence against children, and the promotion of the rule of law and inclusive governance. As of March 30, 2023, SDG 16 indicators are mostly tagged as Tier 1 or Tier 2 globally. However, in the Philippines, only 8 indicators are tagged as Tier 1 with more than half tagged as either Tier 2 or Tier 3. For this reason, a scoping research is done to review SDG 16 indicators and identify which among these can be prioritized for methodological research, which covers proposal of the indicator’s localized methodology and generation of its estimates. Basing on the availability of data and the relevance of the indicator to the priority thrusts of its local stakeholder, 4 out of the 11 SDG 16 indicators covered in this study were classified as "high priority." These are SDG Indicators 16.2.2. Number of victims of human trafficking per 100,000 population, by sex, age, and form of exploitation and 16.7.1. Proportions of positions in national and local institutions, including (a) the legislatures; (b) the public service; and (c) the judiciary, compared to national distributions, by sex, age, persons with disabilities, and population groups. On the other hand, five indicators were tagged as "low priority" since changes to the current methodology of the indicators can be addressed by the custodian agencies or in the case of SDG Indicator 16.5.2. Proportion of businesses that had at least one contact with a public official and that paid a bribe to a public official, or were asked for a bribe by those public officials during the previous 12 months, there is a need to identify first the custodian agency. The remaining two indicators are suggested for reassessment and possible tier promotion.
