Registration of Persons with Disabilities in the Philippines_Monitoring and Realizing the Sustainable Development Goals_Final Technical Report

Abstract:
With the universal nature of the 2030 Agenda for Sustainable Development, all goals and targets aim to be inclusive and relevant for any group of people. The SDGs are essential in ensuring the inclusion and development of people from different walks of life, particularly persons with disabilities. This is evidently shown as the terms “disability” or “persons with disabilities” are explicitly mentioned among 11 SDG indicators, as well as 7 mentions in targets for Goals 4, 8, 10, 11 and 17. However, despite the clear vision of inclusivity for persons with disabilities, there is a lack of a universal disability registry framework in the country as the registry for disability is devolved to the local government’s responsibility and discretion. With this, the Philippine Statistical Research and Training Institute (PSRTI) conducted this study to propose a Disability Registry Framework for the country. Through a review on the concepts, definitions, international standards, and international practices relative to disability, this paper proposes a Disability Registry Framework feasible for the Philippine setting, which may potentially be used for the estimation of disability disaggregated.
