Exploring the Applicability of a Rolling Sample Design for the Labor Force Survey

Abstract:
The Labor Force Survey (LFS) is a nationwide survey conducted by the Philippine Statistics Authority (PSA) that aims to provide statistics on employment, unemployment, and underemployment of the country. Currently, the LFS utilizes a Master Sample for their data collection which allows their methodology to produce quarterly statistics on the national and regional level. This paper examines the possibility of utilizing a rolling sample design for the LFS in order to generate more frequent and granular estimates. Through examining the current implementation of the LFS and reviewing literature on other countries’ experience with rolling samples, this study aims to look into the feasibility of incorporating the rolling sample design in the conduct of the LFS. Lastly, this paper proposes recommendations that may be useful for future methodological research that may challenge the same objective.
