A Technical Report on the Ethnicity Registry Framework

Abstract:
The research aims to propose an ethnicity registry framework for the purpose of disaggregation of reported statistics with respect to ethnicity as one of the main aspects of the Sustainable Development Goals [SDGs] to be achieved by the country in 2030. First, some ideas and contexts of the research are introduced. This is followed by the current practices and infrastructure in compiling data and registries for indigenous groups as conducted by the National Commission on Indigenous Peoples [NCIP] and the practices of other countries in terms of compiling data and registries in each of their respective ethnic groups. In the third part, strategies in designing the proposed ethnicity registry framework are outlined which it synthesizes the best approaches from the other countries and the current approaches as conducted by the NCIP. The proposed framework is discussed in the fourth part of the report. The contributions of the authors to the work are also documented in the fifth part. References for all the parts previously discussed are cited next, followed by some evidences and documents cited as appendices.
