Types and Sources of Non-Sampling Errors (NSE): 1987 Annual Survey of Establishments (ASE)

Abstract:
The Annual Survey of Establishments (ASE) is a national data collection system that produces information on employment, salaries and wages, capital expenditure, output and sales, and inventories of establishments with ten or more average total employment (ATE) or at least a million pesos average monthly sales/receipts (AMS/R) of the eight industries in the Philippine Standard Industrial Classification (PSIC). This study aims to elaborate on non-sampling errors in a more integrated and comprehensive approach by developing a conceptual framework that captures coverage errors and frame quality, nonresponse, and response errors. For detecting processing errors, the study employs the use of sample matching questionnaire techniques. Results of the study highlights the importance of controlling these non-sampling errors to certain acceptable levels prior to adjustments or application of techniques in weighing for unit non-response, imputations for item non-response, and in the changes in the estimation procedures to conform with the inferential requirements of the survey.
