Development of Survey Design for Dairy (Phase II)

The present BAS statistical system of generating primary data and information on dairy appears inadequate, hence, the need to assess the present system and develop an alternative methodology which will be more cost-effective and statistically efficient. Continuing from the first phase of the project, this report covers the proposed statistical system for generating dairy statistics, the conduct of the Pilot Dairy Production Survey, and the institutionalization of the dairy production survey in the Bureau of Agricultural Statistics (BAS). The list frame developed in the phase 1 of the study is updated by including units which were missed out and/or any changes in the cooperative membership. The pilot survey which utilizes the updated list frame and covers eleven provinces is proposed to be conducted semestrally and covers all carabao, cattle and goat farms which are mainly intended for dairy production. Further, estimation procedures for the following dairy enterprises are developed: commercial dairy enterprises, dairy cooperative enterprises, backyard dairy farms, and government-owned dairy enterprises. Finally, the study proposes for the integration of a sustained dairy production survey to the BAS statistical system. This will be considered as an added component or feature of the quarterly Commercial Livestock and Poultry Survey (CLPS).
